I'm desperately looking for a way to find out, state-by-state and year-by-year how many babies were "safely" abandoned.

Boarded babies, to my understanding, may be boarded if the parents delivered early and still need to get necessary provisions for the child's arrival (crib, car seat, food, diapers). It happens a lot.
The number of abandoned was amazing! =( These children enter the adoption system. Something needs to be done.
